Cook Rigatoni per the box instructions. Reserve about a cup of the cooking water.
While pasta is cooking heat a large skillet over medium heat and melt the butter.
Add shallots and cook, stirring occasionally, until slight soft. Add in the garlic and red pepper flakes and cook stirring for 30 seconds.
Remove from heat then add Vodka, Tomatoes, and Salt. Return to heat and cook for about 7 minutes, stir frequently.
Stir in the heavy cream and cook until the sauce thickens slightly. Slowly sprinkle in parmesan and basil.
Add the pasta to the sauce and toss to combine, add some of the reserved cooking water to loosen up the pasta if needed. Season with salt to taste.
Serve topped with parmesan and basil.
